For svn provider, file path is relative to working directory for update command and it's absolute path in repository for changelog command. So for the file pom.xml in /maven/scm/maven-scm-api/pom.xml, if command are run in maven-scm-api working-directory, file path is pom.xml for update command and /maven/scm/maven-scm-api.xml for changelog command.
