I just remembered a work around for the above. If you type a space at the
cursor that ends up under the pasted graphic on a blank page, you can then use
ctl-enter to add a page break and go to the next page to insert an image.

I'm using LO 24.2.7.2 on UbuntuStudio.  I never get a cursor anywhere after
inserting an image until I mouse click somewhere.

Pasting an image with default anchor set 'To character' leaves a paragraph
marker (pilcrow) below the image but you can't type into it until you mouse
click on the page somewhere below the image. After clicking, you can enter a
space and then progress normally.

If you change the default anchor setting to 'As character', the arrow keys
sometimes both work but only within the size of the image. Typing a space or
anything else does not. Hitting return does not. The only way I've been able to
restore typing operation is to click in either margin alongside the image and
then hit return to create a new para beneath the image.  Clicking below the
image does not work.

If the formatting default is set to 'As paragraph', the arrow up / down arrow
keys just move the image. You cannot enter a space or type anything else even
though there is a pilcrow beneath the image. You need to click in the margins
or below the image to be able to continue typing. After clicking, you need to
type at least a space before hitting a return to create a new paragraph. And
you do need a new paragraph to paste another image or to continue typing..

So the behavior you get when inserting images depends on the setting you have
for the anchoring. In any event, as far as I can see, you'll need to pick up
the mouse for at least one click before continuing after the insertion of an
image.
